Viindoo AI - Pulse Cost Gate (WI-F, Phase 3.9 Cognitive, ADR-007 / ADR-009)

A no-LLM cost gate that sits BETWEEN a work routine's target scan and the LLM agent run. Every scheduled viin.ai.work.routine run today spends LLM cost even when nothing actionable changed; the Pulse gate evaluates cheap rules (an ORM domain pre-check + a sandboxed boolean threshold) on the already-scanned records and SKIPS the run when no real signal is present - recording every decision in an append-only signal ledger.

Key models

AI Pulse Rule (viin.ai.pulse.rule) - a cheap PASS/SKIP rule attached to a work routine. domain is an ORM pre-check evaluated against the scanned records (never a re-query); threshold_python is a boolean expression evaluated under a SANDBOXED safe_eval (__import__ / __builtins__ escape blocked). Cooldown dedupe prevents re-firing within cooldown_seconds.
AI Signal (viin.ai.signal) - the append-only ledger of every gate decision (pass / skip / escalate) with a deduplication fingerprint and a TTL.

What it unblocks (governance)

execution_mode='scheduled' on a viin.ai.agent is hard-blocked until a Pulse governance trail exists: this module unblocks scheduled IFF the agent's work routine carries at least one Pulse rule.

Standalone by design

Pulse does NOT inherit base.automation (zero ripple into its downstream modules); it only reuses the odoo.tools.safe_eval idiom already used by the work-routine scanner.
